Bihar is going towards a social Revolution under the leadership of our great Chief Minister Sri Nitish Kumar(https://i0.wp.com/www.topnews.in/law/files/Nitish-Kumar.jpgYUGPURUSH)………………………………………….We often hear of many Indians within India. It is mainly used to differentiate between the rich India and the poor India. Sometimes, we also hear of the divide of the Vindhyas – the north and the south. That a chasm exists within North India itself is seldom visible to an outsider. But exist it does. Actually, it exists to a level that its ferocity would take anyone off guard.

In the article, the kid wishes to exhibit his sense of humor. And what does he do? He repudiates Bihar as nobody’s business. It should come to nobody as a surprise if it is found that he has probably never set his foot in Bihar. He must have met a few laborers from Bihar, for Delhi can’t move without the contribution of the hard working Bihari. He would probably have met a few Biharis who are toppers at DU / JNU / IIT or wherever this kid has studied from. But then in the society of these elites, Bihar has to perform a function, namely, to satisfy their sense of superiority by perpetually being worse than his society, and believe me, a place can only be worse than hell if it has to be worse than their society.

So those toppers or for that matter any other Bihari who exhibits any agreeable trait does not register as a Bihari. Abominably, these chaps do not even hesitate to say on the face of a Bihari that he does not seem to be a Bihari if they wish to honor him. And they mean it as a compliment, not sarcasm!!!

What does one say of this culture? What is the future going to hold for a Bihar’s kid in days to come if such arrogance is tolerated anymore?

Indeed there is an all round lowering of standards, especially in Delhi of today. But Bihar’s have to survive, actually not just survive but flourish and thrive. So whatever be the depth to which the standard sinks, one will have to look after one’s own interest in this big bad world.

Has the time come for we Bihar’s to develop our own militant sub nationalism which gives these chaps back as hard as it gets?
THAT Bihar is India’s poorest and most backward State is undeniable. The facts speak for themselves. But what makes its situation unique is that Bihar is the only State where poverty levels are uniformly at the highest level (46-70 per cent) in all the sub-regions. The annual real per capita income of Bihar — Rs 3,650 — is about a third of the national average of Rs 11, 625. Bihar is also the only State where the majority of the population — 52.47 per cent — is illiterate.
But Bihar has its bright spots. Its infant mortality rate is 62 per 1,000, which is below the national average of 66 per 1,000. But what is interesting is that this is better than not just UP (83) and Orissa (91), but better even than States such as AP and Haryana (both 66).
Even in terms of life expectancy, the average Bihari male lives a year longer (63.6 yrs.) than the average Indian male (62.4 yrs) and the State’s performance in increasing life spans has been better than most in the past three years.
Bihar has 7.04 million hectares under agriculture and its yield of 1,679 kg per hectare, while less than the national average of 1,739 kg per hectare, is better than that of six other States, including some big agricultural States like Karnataka and Maharashtra. Despite this, in socio-economic terms at least, Bihar is clearly in terrible shape.
Bihar is not only the worst off of all Indian States, but the gap between it and the rest is also widening. But there is another reality as well. It is that India cannot progress without Bihar’s advancement. It is much too big to be left behind.
Even after Jharkhand was taken out of it, Bihar still has a population of about 85 million. But more relevant than that, for policy purposes, is that Bihar has India’s largest concentration in the below 25 years age cohort, with 58 per cent in this category. It will retain this position till well into this century, which means that as India ages, Bihar will remain young! And what the young need most is health, education and jobs. Or else.
Thus, the development of Bihar is integral to India’s development. India cannot go forward leaving Bihar behind. This is not the time to apportion blame for Bihar’s plight. But that it is in this condition is a severe indictment of our national leadership that has so blatantly and wilfully ignored the Bihar economic problem.
The successive State Governments too are equally culpable. Who is more responsible for this is a chicken-or-egg question? It does not matter now. But one thing is clear. Bihar has few willing to speak up for it. The numbers are proof of its systematic and deliberate neglect.
As opposed to an All-India per capita developmental expenditure (from 2000 to 2002) of Rs 6748.50, Bihar’s is less than half at Rs 3,206.00.
While development expenditure depends on a bunch of factors, including a State’s contribution to the national exchequer, no logic can explain away the per capita Tenth Plan size which, at Rs 2533.80, is less than a third of that of States such as Gujarat (Rs 9,289.10), Karnataka (Rs 8,260.00) and Punjab (Rs 7,681.20).
Simple and sound economic logic tells us that when a region is falling way behind, it calls for a greater degree of investment in its progress and development. It is analogous to giving a weak or sick child in the family better nutrition and greater attention. Only in the animal kingdom do we see the survival of the fittest, with the weak and infirm neglected, deprived and even killed.
But Bihar is being systematically denied, let alone the additional assistance its economic and social condition deserves, but also what is its rightful due. From the pitiful per capita investment in Bihar, it is obvious that the Central Government has been systematically starving Bihar of funds.
One can understand that the share in Central taxation is determined by the formula of the Finance Commission that takes into account the contribution of an individual State to the exchequer. But one is hard put to understand why this inequality, and such a glaring inequality, should extend to grants, special assistance and even to Plan allocations.
That politics has a lot to do with neglect is seen from the fact that while AP received Rs 3,507.60 crore (1998 to 2000) as “additional Central assistance for externally-aided projects in State Plans,” Bihar received just Rs 306.90 crore.
Even in terms of grants from the Central Government (2000 to 2002), Bihar fares poorly. It received Rs 4,047.30 crore while AP topped the list with Rs 9,790.00 crore. Bihar has also been neglected as far as net loans from the Centre are concerned. It received just Rs 2,849.60 as against Rs 6,902.20 received by AP from 2000-02.
It is only in terms of per capita share of central taxes do we see Bihar getting its due. This gross neglect by the Central government is reflected in the low per capita Central assistance (additional assistance, grants and net loans from the Centre) received by Bihar in 2001. While AP received Rs 625.60 per capita, Bihar got a paltry Rs 276.70.
The results of the economic strangulation of Bihar can be seen in the abysmally low investments possible in the State government’s four major development thrusts. Bihar’s per capita spending on roads is Rs 44.60, just 38 per cent of the national average of Rs 117.80.
Similarly, for irrigation and flood control, Bihar spends just Rs 104.40 on a per capita basis as opposed to the national average of Rs 199.20. Despite this, Bihar manages a few sunshine pictures. Its per capita spending on education, at Rs 484.10, is as good as the best. AP spends Rs 493.90 and the national average is Rs 586.8.
But in terms of per capita expenditure on medical and public health, Bihar falls well behind with Rs 86.20, against the national average of Rs 157.20.
Despite this its infant mortality rate (62 per 1,000) is better than the national average (66 per 1,000). Not only is this better than the other Bimaru States but it is also better than Andhra Pradesh, which stands at 66 per 1,000.
The World Bank’s country study of India’s poverty actually shows (See “India: Reducing Poverty, Accelerating Development,” Table 8.5 on page 115) that the change in Bihar’s social infrastructure has been the highest in India, while economic deterioration has been among the lowest.

If Bihar got just the All-India per capita average, it would have got Rs 48,216.66 crore for the Tenth Five Year Plan instead of the Rs 21,000.00 crore it has been allocated. It would have got Rs 44,830 crore as credit from banks instead of the Rs 5,635.76 crore it actually got, if it were to get the benefit of the prevalent national credit/deposit ratio.
Similarly, Bihar received a pittance from the financial institutions, a mere Rs 551.60 per capita, as opposed to the national average of Rs 4,828.80 per capita. This could presumably be explained away by the fact that Bihar now witnesses hardly any industrial activity. But no excuses can be made for the low investment by NABARD.
On a cumulative per capita basis (2000 to 2002) Bihar received just Rs 119.00 from NABARD as against Rs 164.80 by AP and Rs 306.30 by Punjab. It can be nobody’s argument that there is no farming in Bihar.
If the financial institutions were to invest in Bihar at the national per capita average, the State would have got Rs 40, 020.51 Crore as investment instead of just Rs 4,571.59 crore that it actually received.
Even if with the wave of some magic wand the inequities of the past are wiped away, it is doubtful that Bihar can absorb such huge sums in the near future. For a start it just doesn’t have the administrative wherewithal to use the money productively. But the present state of affairs cannot continue. If they do, it only imperils India, for already we can see a gathering storm of red terror over a wide arc from Nepal to Chhattisgarh, with Bihar in the middle of it.
Quite clearly Bihar is not only being denied its due share, but there is a flight of capital from Bihar, India’s poorest and most backward State (Now the fame of Bihar is growing under the leadership of Chief Minister Nitish Kumar, https://i0.wp.com/www.indiamag.in/wp-content/uploads/2010/11/NITISH_KUMAR.jpgYUGPURUSH). This is a cruel paradox indeed. The cycle then becomes vicious. This capital finances economic activity in other regions, leading to a higher cycle of taxation and consequent injection of greater Central government assistance there. If one used harsher language one can even say that Bihar is being systematically looted, just as the British looted India. Criticism of Bihar’s (Stop the bias – Here we are in 2010,having just going to be celebrated our Nation’s 63th birthday,inthis new era marching ahead with great hope and conviction to take ourcountry to new heights. We are talking about world being flat andinformation being power, we are talking about tele density and broadbandpenetration but alas we still come across horrific incidents where peopleare being killed for just being Bihari.By destiny they were born as Bihariand that become the cause of their gruesome killing. The recent gruesome of killing of Biharis in Assam by ULFA militants is yet another incident which shows the kind of bias which exits in our Country against Bihar and Biharis.
So how do we react to this as a Bihari and citizens of this country?

Ironically, it is his rival Nitish Kumar ( YUG PURUSH ) who seems to be delivering on that front. Despite three years of floods followed by a year of drought, ‘backward and benighted’ Bihar reports a miraculous figure: 11% GDP growth, second only to Gujarat. The state’s economy has never grown so fast so consistently as it has since 2004-2005. A few pointers on what’s going right in Bihar: Getting anywhere in Bihar has always been an exercise in endurance. But that’s changing.More than 6,800 km of roads have been relaid and 1,600 bridges and culverts constructed in the last four years. Journey time in India’s 12th largest state, sprawling over 94,163 sq km, has been cut by half today in many places. Now, most of the state’s 38 districts — from northernmost West Champaran to Kaimur on the western end — are a drive of six hours or less from Patna. Automobile sales in the state grew 45% in 2009, at a time when sales had dipped 20-25% in several other states during the economic slowdown. Is this buying spree an indication that a section of Biharis have more money to splurge than they did earlier? “A few people had money earlier too, but they didn’t flaunt it for fear of attracting extortionists and kidnappers,” says Ranjit Singh, director of a high-end Patna hotel. That fear may have evaporated now. Only 317 kidnappings for ransom were reported during the last four years as against 1,393 during the previous four. The kidnapping industry has clearly fallen on hard times. One indication of this is that doctors no longer refuse to go to patients’ homes on emergency calls. “Today you can see boards at clinics saying we go on calls,” says Dr Amulya Kumar Singh, who runs a nursing home in Patna. Most of Bihar’s infamous dons are behind bars. That includes Mohd Shahabuddin, the former RJD MP who had once gone live on TV, daring the state police chief to arrest him. Things are a little different now. A ruling JD(U) MLA, Sunil Pandey, attempted an encore of sorts in early 2006 when he brandished a revolver and talked murder on TV. But Pandey found himself behind bars within no time. Speedy trials have ensured a total of 38,824 convictions between 2006 and September 2009.The convicts included dons and their henchmen. Gun-toting strong men are no longer a common sight on the streets of Bihar. Policemen patrol them now. And places like Siwan, where Shahabuddin once held sway, do not get deserted after dusk. This improvement has shown results. Malls, shops and private educational institutions are coming up. So are mobile service providers and banking firms. It’s boom time for real estate with apartment buildings coming up all around. “That’s because even non-Biharis for a change want to have a foot in Bihar which has become a better place to live in,” says economist Shaibal Gupta of the Asian Development Research Institute. Adds Faizal Alam of Kalyanpur Cements, “Cement inflow to the state went up 18% to 51 lakh tonnes in 2008-09.” That’s an indicator of the construction boom. Ironically, this economic growth has happened without any worthwhile contribution from the manufacturing sector. https://i0.wp.com/www.hotnewsworld.com/wp-content/uploads/2010/12/nitish-kumar.jpgThe state’s economy is growing because of a boom in agriculture and services sectors. “It’s government-induced growth,” admits Bihar Industries Association (BIA) president S P Sinha. According to former BIA president K P S Keshri, private investments in the manufacturing sector have been as little as Rs 1,500 crore during the last four years. Many attribute the growth to the fact that the flow of Central funds to states has increased manifold in recent years. In the case of Bihar, it went up from Rs 37,341 crore during the five-year period 2000-2005 to Rs 55,459 crore during the next three years. But equally importantly, the funds are now getting better utilized than during the Lalu-Rabri regime when large chunks remained unspent. Also, adds Gupta, the state made concerted efforts to mobilise internal resources with its own revenue collection going up from Rs 2,919 crore in 2003-04 to Rs 5,256 crore in 2008-09. The flip side is that much of this growth does not get reflected in social indicators which remain abysmal. But, as Gupta says, it would be unrealistic for anyone to “expect the moon” at this stage. “Right now the fundamentals are getting corrected and therefore you can find mostly infrastructural indicators of growth; one will have to wait for social indicators to become visible,” he says. While contractors and realtors stand to gain, more than half the state’s 8.2 crore people — 1.25 crore families — still live below the poverty line. For these families to prosper, Bihar desperately needs huge investments and more growth. The State Investment Promotion Board, formed by the Nitish government, has received proposals worth Rs 96,000 crore. But most of them, especially the major ones, remain on paper as Central rules prove a stumbling block. For instance, thermal power plants cannot come up in Bihar because the Centre has so far refused to provide coal linkages to ensure regular supplies to any such new plant. Also, Bihar has a lot of catching up to do with the rest of India. “There cannot be any comparison between Gujarat and Bihar, both of which reportedly grew by over 11%; since our base is low, even a small investment results in impressive growth in percentage,” Gupta points out. State officials admit that crucial sectors like health are still sick with meagre resources in comparison to other states. From its bleak past, Bihar may be finally moving towards a brighter future With Chief Minister Nitish Kumar (YUG PURUSH ), but the common Bihari is not patting himself just yet. Maybe he is still waiting for this high growth to translate into better food on his table and more money in his pocket.

The second way would be non-violent resistance by the people who have been trained in the non-violent way…The unexpected spectacle of endless rows upon rows of men and women simply dying rather than surrender to the will of an aggressor must ultimately melt him and his soldiery…A nation or group which has made non-violence its final policy cannot be subjected to slavery even by the atom bomb…. The level of non-violence in that nation, if that even happily comes to pass, will naturally have risen so high as to command universal respect. Rahul Kumar Singh ,Political Writer with his best friend Dr Sri Nihora Prasad YadavIt was the occasion of Mahadalit unity Rally on 21st Feb, 2010; when, for the first time, the poor were footed people of Patna with great interest and enthusiasm gathered at Gandhi Maidan. Rallies are frequently organized in Gandhi Maidan several times; where the political leaders always demonstrated their power through their speeches but, the people, without any expectations turned towards their home sadly.
After independence, the politicians tried a lot to give respect and equality to the people of backward classes, the society was still stable. The backwards remained backward in every aspect, their lives were becoming miserable, but they still had a ray of hope. They were regularly treated badly in society, they were neglected, insulted, rejected every where either by society or by government agencies. No one taken steps to focus upon their sacrifices and services and the hardwork.It was felt that doing so much, struggleing so much were their opportunities and they had to do it.
But,on 21st Feb,2010;things were changed ,society was changed, people and their thinking were changed a mob was getting was gathered at Gandhi Maidan from every direction only to experience the majestic political power by these poor,simple people.They were hoping a lot from shree Nitish Kumar. Everyone was excited to meeting him, to see him on the stage, to hear his pious words.
Approximately, at 1 O’clock; Bihar Chief Minister Nitish Kumar arrived with positive band of energy for distributing it among the people. Where there were a lot of actions taken for giving equality to Mahadalits in the society by the government, Bihar Chief Minister Nitish Kumar also focused upon their economic conditions. He took various measures, such as; by appointing 10,000 Vikas Mitra from Mahadalits for Mahadalit in every PANCHAYAT of Bihar Who worked as the agents of various projects and for distributing among Mahadalits.Mukhyamantri Poshak Yojana, Radio,Food potable water,toilets,the project of joining the Mahadalits of villages to the main stream of the society were some of the pioneering steps taken by Nitish Kumar only for the poor were footed Mahadalit.Not only this much, about 106000 homeless Mahadalit were being provided money for purchasing 3 Dismal land under DALIT AWAS YOJANA . Our honorable Chief Minister Sri Nitish Kumar is doing a lot and is trying to take every possible steps for improving the social, educational, economics as well as cultural conditions of Mahadalits.Especial Finance has kept and JEEVAN SHREE YOJANA also took place for upliftment of Mahadalit in Bihar.
After the change of rule in Bihar, there was a drastic change in the lives of Mahadalit, seemed Mahadalit vote bank going towards Bihar Chief Minister Nitish Kumar.Mahadalit became the central point of political discussion. Today their power is experienced by their society. In search for food, the political consciousness of Mahadalit is increasing day by day .They can now understand their power of making and deforming the rule of the state. It was the first time in Bihar, after 62 years of independence, when Mahadalits were also given the equal rights and were given respect in the society. This is the only reasons, why today Mahadalits call Bihar Chief Minister Sri Nitish Kumar as their NAYAK.

Rahul Kumar Singh Political Writer is keeping concentration on ISSUES of BIHAR with Dr Sri Nihora Prasad Yadav प्रत्येक दिन जब वे पटना में रहते थे, सुबह साढे सात बजे मिलने जाया करता था। ठीक साढे सात बजे तैयार होकर जननायक कर्पूरी ठाकुर अपने सरकारी आवास के नीचे बरामदे पर लगे कुर्सी, बड़े से टेबुल, जो कहीं कटे, कहीं टूटे थे आकर बैठ जाते और गरीबों के हुजूम जिनके तन पर साफ़ कपड़े नहीं, कईयों के पैर में चप्पल नहीं आकर घेर लेते, अपना दुख़ड़ा, तकलीफ़ पीड़ा सुनाने लगते। उसी भीड़ में दल के कार्यकर्ता एवं उनसे मिलने वाले सहयोगी टेबुल के बगल में लगे बेंच पर बैठ जाते, समस्याओं से सम्बन्धित अधिकारियों, सरकार के मंत्रियों को दूरभाष के द्वारा या फ़िर पत्र के द्वारा न्याय देने का निवेदन किया करते थे। वे आने वाले लोगों का बड़े नम्र भाव से यह भी समझाते थे कि जब हम आपके यहां आने वाले हैं तो पैसा ख़र्च कर क्यो चले आये। वहीं आकर अपनी समस्याओं को बताते।
पटना में रहने पर देर रात भी उनसे मिलने जाया करते था। अपने आवास के उपर बरामदे में लगे चौकी पर लेटे रहते। माथे और शरीर दबाने वाले दबाते रहते थे। चौकी के सटे लकड़ी का टेबुल जिसपर बैठने का निर्देश मिलता, हाल चाल होता। अगले दिन के कार्यों के लिये भी निर्देश होता।
एक रात जब उनसे मिलकर चलने का आदेश लेना चाहा तो निर्देश हुआ कि छः बजे आ जायें। मुझे लगा सुबह कहीं कार्यक्रम में जाना है। चुंकि अक्सर मुझे अपने साथ ले जाया करते थे, इसलिये मैं भी तैयार होकर ठीक 6 बजे सुबह पहुंचकर जैसे ही मोटरसाईकिल बन्द कर ख़ड़ा करने लगा वैसे ही जननायक की आवाज, चलिये। अचरज भरे निगाह से देख़ा। दबे आवाज में मैने प्रश्न किया गाड़ी तो अभी आयी नहीं है, उन्होंने कहा कि आप के मोटर साइकिल से ही चलेंगे। यह सुनकर मैं हतप्रभ रह गया, मानों सारे शरीर का ख़ून ही जाम हो गया हो। थोड़ी देर के लिये शून्यता की स्थिति में चला गया, फ़िर उन्होंने आवाज दी- स्टार्ट करिये। बड़ी हिम्मत और साहस और अपने आप को नियंत्रित करते हुए मोटर साइकिल स्टार्ट किया। बैठने के क्रम में पीछे लगे कैरियर से उनके पैर छिल गये। मैंने अफ़सोस एवं दुख़ प्रकट किया लेकिन उन्होंने कहा मेरा कद छोटा है इसलिये ऐसा हुआ, चलिये कोई बात नहीं। बैठने के बाद दोनों हाथ मेरे कंधों पर, आदेश हुआ बेली रोड से चलने का।
उस समय अजीबो गरीब स्थिति में था जब सड़क से चलने वाले, पैदल हों या गाड़ी से हों, साइकिल से हो सभी लोग जननायक कर्पूरी ठाकुर को मोटर साइकिल से जाते देख़कर अविश्वसनीय नजरों से देख़ रहे थे। मानों विश्वास ही नही हो रहा था कि इतने बड़े राजनेता मोटर साइकिल से चले यह नहीं हो सकता। आपस में तर्क वितर्क, सही गलत होने लगी। कईयों ने उंगली से इशारा कर बताना चाहा कि देख़ें कर्पूरी ठाकुर मोटर साइकिल से जा रहे हैं। कईयों ने सर झुकाकर अभिवादन किया, कईयों ने हाथ उठाकर प्रणाम किया।
चलने के क्रम में ही उन्होंने बताया कि कई दिनों से विदेश के कुछ पत्रकार मुझसे मिलने आये हैं पर समय न रहने के कारण उन्हें प्रेसीडेंट होटल में ठहरने का आग्रह किया और उन्हें वादा किया था कि सुबह छः बजे मैं स्वयं होटल में ही आकर बात कर लूंगा।
जैसे ही होटल के पास मोटर साइकिल रुकी, जननायक को देख़कर लोग दौड़ने लगे, होटल के प्रबंधक एवं कर्मचारियों ने आकर अभिवादन किया। जब विदेशी पत्रकार को जानकारी मिली कि जननायक दिये गये समय पर आ गये वह भी मोटर साइकिल से तब अकस्मात उनके मुंह से निकल गया- “You are really a leader of down trodden people. We have not seen any leader as you in the entire world”।
अपने विशाल व्यक्तित्व एवं बड़े राजनेता होने का एहसास गरीबों के आवाज बनने में कभी और कहीं भी बाधक नहीं माना, यही कारण रहा कि गरीबों के आवाज को मजबूती प्रदान करने में साधन नहीं, अपने आपको साध्य मानकर आगे बढते गये। लक्ष्य तक पहुंचने में रास्ते चाहे जैसा हो इसकी परवाह नहीं की। न रात देख़ा न दूरी देख़ी, न साधन देख़ा न मुसीबतें देख़ी, निर्भिक होकर सीना फ़ैलाकर, पैर अड़ाकर लड़ने और संघर्ष से तनिक भी नहीं रुके। पूरी जिंदगी ही मानों गरीबों, असहायों, वंचितो के लिये गिरवी रख़ दी हो। ऐसे जन नेता को शत शत नमन।

Education and empowerment of women are closely related, really he is foresighted and YUGPURUSH.
Today`s woman is a highly self-directed person, alive to the sense of her dignity and the importance of her functions in the private domestic domain and the public domain of the world of work. Woman are rational in approach, careful in handling situations and want to do things as best as possible. The Fourth World Conference of Women held in Beijing in September 1995 had emphasized that no enduring solution of society most threatening social, economic and political problems could be found without the participation and empowerment of the women. The 1995 World Summit for Social Development had also emphasized the pivotal role of woman in eradicating poverty and mending the social fabric.
The Constitution of India had conferred on women equal rights and opportunities –political, social, and educational and of employment-with men. Because of oppressive traditions, superstitions, exploitation and corruption, a majority of women are not allowed to enjoy the rights and opportunities, bestowed on them. One of the major reasons for this state of affairs is the lack of literacy and awareness among women. Education is the main instrument through which we can narrow down the prevailing inequality and accelerate the process of economic and political change in the status of women.
The role of women in a society is very important. Women’s education is the key to a better life in the future. A recent World Bank study says that education girls is not a charity, it is good economics and if developing nations are to eradicate poverty ,they must educate the girls .The report says that the economics and social returns on investment in education of the girls considerably affect the Human Development Index of the nation.Society would progress only if the status of women is respected and the presence of an educated woman in the family would ensure education of the family itself.Education and empowerment of women are closely related.
Women`s education has not received due care and attention from the planners and policy makers. The National Commission for Women has rightly pointed out that even after 50 years of independence; women continue to be treated as the single-largest group of backward citizens of India. The role of women in overall development has not been fully understood nor has it been given its full weight in the struggle to eliminate poverty, hunger, injustice and inequality at the national level. Even when we are at the threshold of the 21st centuary,our society still discriminates against women in matters of their rights and privileges and prevents them from participating in the process of national and societal progress. Various committees and commissions have been constituted before and after Independence to evaluate the progress in women`s education and to suggest ways and means to enhance the status of women. The female literacy rate has gone up in the 20th century from 0.6 percent in 1901 to 39.29 percent in 1991 but India still possesses the largest number of illiterate women in the world. The Female Literacy Index for year 1991 shows that there are eight states which fall below the national average. The most populous states of the country, UP, Bihar, MP and Rajasthan fall in the category of most backward states as far as female literacy is concerned. After the effort of Bihar Chief Minister Nitish Kumar the women education is growing in Bihar. He is putting in a tizzy among the other politician regarding women empowerment in Bihar.
The prevailing cultural norms of gender behavior and the perceived domestic and reproductive roles of women tend to affect the education of the girls. Negative attitude towards sending girls to school, restrictions on their mobility, early marriage, poverty and illiteracy of parents affect the girls` participation. Women`s political empowerment got a big boost with the Panchayati Raj Act of 1993 which gave them 30 percent reservation in Village panchayats,Block samities and Zila parishads throughout the country. The National Commission for Women was also set up in 1992 to act as a lobby for women`s issues. Bihar Chief Minister Nitish Kumar ameliorated the life of women in Bihar gave 50 percent reservation in Village panchayats, Block Samities and Zila parishads.
The educational system is the only institution which can counteract the deep foundations of inequality of sexes that are built in the minds of people through the socialization process. Education is the most important instrument of human resource development. Education system should be used to revolutionize the traditional attitudes and inculcate new values of equality. Bihar Chief Minister Nitish Kumar searched a new way for women empowerment in Bihar.He worked relentlessly for women empowerment in Bihar. He bestowed himself for the struggle of women empowerment in Bihar, Bihar Chief Minister Nitish Kumar knows very well; Education and empowerment of women are closely related.

Belonged to a Rajput royal house of Jagdhishpur, currently a part of Bhojpur district, Bihar,state, India. At the age of 80 years, during India’s First War of Independence (1857-58), he actively led a select band of armed soldiers against the troops under the command of the British Raj, and also recorded victories in many battles. In his last battle, fought on 23 April1858, near Jagdishpur, the troops under the control of the British Raj were completely routed. To honour his memory and his contribution to India’s freedom movement, the Republic of India issued a commemorative stamp on 23 rd April, 1966.
Kunwar Singh, zamindar of Jagdishpur near Ara in the state of Bihar, one of the leaders of the Indian rising of 1857. He assumed command of the soldiers who had revolted at Danapur on 5th July. Two days later he occupied Arrah, the district headquarter. Major Vincent Eyre relieved the town on 3rd August, defeated Kunwar Singh””s force and destroyed Jagdishpur. Kunwar Singh left his ancestral village and reached Lucknow in December 1857. In March 1858 he occupied Azamgarh. However, he had to leave the place soon. Pursued by Brigadier Douglas, he retreated towards his home in Bihar. On 23 April, Kunwar Singh had a victory near Jagdishpur over the force led by Captain Le Grand, 26 April1858 he died in his village. The mantle of the old chief now fell on his brother Amar Singh who, despite heavy odds, continued the struggle and for a considerable time ran a parallel government in the district of Shahabad. In October 1859 Amar Singh joined the rebel leaders in the Nepal Terai.

Bihar is going towards a social Revolution ,the Mahadalits attract by the system of Bihar Chief Minister Nitish Kumar.Social revolution finished the treasure of vote bank of Mahadalit for previous leaders of Bihar as well as India.The Social revolution started by Jannayak Karpoori Tahkur vanished. He started to finish the poverty and the gap between the poor and the rich.Congress party proclaimed in 1971GARIBI HATAO seemed irrelevant perhaps it should be GARIBO KO HATAO.The Bihar Chief minister knew the truth and ready himself for a Mahadalit revolution in Bihar,just started a new fight of the finished work of Jannayak Karpoori Tahkur.The revolution came forward and the previous leader mum on this chapter.We cannot forget the efforts of Dr.Bhim Rao Ambedker.(As a leading Indian scholar, Ambedkar had been invited to testify before the Southborough Committee, which was preparing the Government of India Act 1919. At this hearing, Ambedkar argued for creating separate electorates and reservations for Dalits and other religious communities. In 1920, he began the publication of the weekly Mooknayak (Leader of the Silent) in Mumbai. Attaining popularity, Ambedkar used this journal to criticize orthodox Hindu politicians and a perceived reluctance of the Indian political community to fight caste discrimination. His speech at a Depressed Classes Conference in Kolhapur impressed the local state ruler Shahu IV, who shocked orthodox society by dining with Ambekdar. Ambedkar established a successful legal practice, and also organized the Bahishkrit Hitakarini Sabha to promote education and socio-economic uplifting of the depressed classes.
By 1927 Dr. Ambedkar decided to launch active movements against untouchables. He began with public movements and marches to open up and share public drinking water resources; also he began a struggle for the right to enter Hindu temples. He led a satyagraha in Mahad to fight for the right of the untouchable community to draw water from the main water tank of the town.
He was appointed to the Bombay Presidency Committee to work with the all-European Simon Commission in 1925. This commission had sparked great protests across India, and while its report was ignored by most Indians, Ambedkar himself wrote a separate set of recommendations for future constitutional reformers.
. Ambedkar’s political philosophy has given rise to a large number of Dalit political parties, publications and workers’ unions that remain active across India, especially in Maharashtra. His promotion of the Dalit Buddhist movement has rejuvenated interest in Buddhist philosophy in many parts of India. Mass conversion ceremonies have been organized by Dalit activists in modern times, emulating Ambedkar’s Nagpur ceremony of 1956.)

On the occasion for starting plan of development of Mahadalit at Fulwarisariff.The women, men and the children were enjoying with a song “Mere Desh Ki Dharati Sona Ugle, Ugle Here Moti “ just waiting Bihar Chief Minister Nitish Kumar.The crowd of Mahadalit depicting the true story of the plan for development of Mahadalit started by the Bihar Government, it was showing the real devotion of Nitish Kumar for Mahadalit of Bihar. The speech for Mahadalit, backwards, and minorities commenced in the state as well as country but the mission was politics behind it.
The Congress party emerged in 1971,after announcing “Garibi Hatao“.The voter was Mahadalit ,minorities and uppercast but in the politics of Bihar there were one cast remain dominant .But the life style of the poor Mahadalit still unchanged.
After taking the charge of Bihar Jan Nayak Karpoori Thakur started the work for upliftment of the life style of the poor people of Bihar, but his efforts became effortless, he succeeded to keep social development by the force of social awareness .In the Bihar a action was working rapidly for exploit less society ,for the protection of Dalit rights . The result came out as the government of “Janta Dal “.The Mahadalit ,minorities was hopeful for his leader ,but the work became irrelevant and the life style of poor were unchanged . The force worked for the family not for the right of the poor people of Bihar. The criminal activities captured the society .The nobal person got fear and the criminal became fearless.
The exploration of new option started, but the people of Bihar working cousitiously. Ultimately people of Bihar elected Nitish Kumar for Bihar. The preservation of right of the poor people and Mahadalit and the planning of 21 SUTRI for development of poor, proved Nitish Kumar.
So many times the social awareness started, but the social revolution started first time by Nitish Kumar .The all of society supporting Nitish Kumar for his work. But the new social revolution is not digested by the politician .Their argument not watching the long-term social fight in Bihar. The politician always wants to seat under the tree, never planted new tree. This a thought of some leaders that the Dalit of Bihar is splitting, but they are not thinking for the right person they want to fill their own pocket only. They want their own benefit not the benefit of Mahadalit.
The social revolution finished the treasure of that politician ,who are played the dirty politics on behalf of Mahadalit and Dalit Sena in Bihar. The Bihar Government wants to pullout the poor and undesired people layer on the platform .Nitish Kumar given the award to Mahadalit and started the work that is social revolution in Bihar from the particular place Fulwarisariff.
